Amendments to the Areawide Water Quality Management Plan are subject to the approval of the MVRPC Board of Directors. Prior to Board consideration, amendments are reviewed by the MVRPC Technical Advisory Committee and the MVRPC Areawide Facility Planning Subcommittee. Amendments may touch on any topic area covered in the AWQMP, but practically speaking, most amendment activity is in the area of wastewater treatment Facility Planning Areas. Typically, the FPA are modified geographically to indicate new areas of service. Also, a FPA can be sub-divided to show areas of current service, expected future service and areas not expected to be served by sewers.
PENDING AWQMP AMENDMENTS
Darke County
The Palestine-Hollansburg Joint Sewer District (PHJSD) proposes to construct and operate a sanitary sewer collection and treatment system to serve the Village of Palestine (Liberty Township, Darke County) and the Village of Hollansburg (Harrison Township, Darke County). By contract with the Darke County Commission, this proposed system will also serve an unincorporated area, Glen Karn. The area of this service has no designated Facility Planning Area (FPA). This minor amendment proposes to create a new FPA matching exactly the service area of the PHJSD – i.e. the corporate boundaries of the two villages. Miami County
The Village of West Milton proposes to construct and operate a sanitary sewer collection system to serve the Village of Ludlow Falls (Union Township, Miami County), with treatment to occur at the existing West Milton WWTP. Current Facility Planning Area (FPA) boundaries in Union Township group Ludlow Falls with the Villages of Laura and Potsdam, rather than West Milton. This proposed amendment would expand the West Milton FPA to include the Village of Ludlow Falls, as well as additional areas of Union and Newton Townships based on topographical slope and soils/bedrock conditions. The proposed addition would almost double the size of the West Milton FPA, adding just over 8 square miles. This map displays the current FPA in Union Township. This map depicts the proposed changes to FPA as proposed by the Village of West Milton.
